MPAL was formed in 1992 by a group of police officers who wanted to create and cement a bond between the youth of Manchester and the police officers who patrol the streets. MPAL purchased the St Cecelias hall in 2001 and opened the doors in February 2004 after a massive renovation .

All programs in the building are FREE for our youth. Programs include, Boxing, Floor Hockey, Basketball, Indoor baseball/batting practice, Judo and an Explorer Post. There is a fee for lacrosse but fee waived and equipment supplied to kids who need financial aid. Manchester PAL assists kids of all income levels to participate in athletics or the arts by funding the fees of participation, supplying equipment or running PAL its own programs such as boxing and lacrosse. Manchester Police Officers, NH State Police Officers, Federal Probation and Parole Officers and Agents of the ATF interact with the kids and serve on the PAL Board.

PAL is the grandfather of lacrosse in Manchester as it started lacrosse in the city in 1997 and was the driving force to get lacrosse to varsity status in the citys three public high schools. PAL fundraisers include the PAL Stovepipe a Thanksgiving College Hockey Tournament in honor of President Lincoln. MPAL will host a womens fall college lacrosse tournement in the fall of 2006 with the ladies of Southern New Hampshire University. Former Boston Bruin Rick Middleton together with CB Sullivan organizes and hosts the CB Sullivan PAL Golf Classic, an anual fundraising event, held at the Concord Country Club.
